Payments - US Business with Canadian Customers
If a business based in the US has customers in Canada, can they send invoices and take payments from those Canadian customers?

Yes, they absolutley can. However, keep in mind that Business Center can only have one currency active at a time, so if US currency is set up, the invoices/payments sent to Canadian customers will be in $USD. The column will specify this on their invoice.
